Why Interconnection Applications Get Kicked Back

The deficiencies Texas utilities flag most on solar interconnection applications — equipment mismatches, phase errors, disconnect specs, signature gaps — and the fixes.

A kicked-back interconnection application is worse than a rejected permit in one specific way: it ages silently. City corrections arrive with process around them; a utility deficiency sits in a portal or an inbox, the job still says "submitted" on your board, and nobody notices until the homeowner asks why the system that passed inspection three weeks ago still isn't on. The deficiency categories are as repetitive as permit rejections — which makes them just as preventable.

The repeat offenders

1. Equipment doesn't match the certified listing. The application names one inverter; the field gets another, or the model entered isn't on the certified/approved list the utility screens against. TDU streamlined paths run on certified equipment (UL 1741 listings per IEEE 1547), and muni utilities like CPS and Austin Energy maintain their own expectations. Any field substitution must flow back through the application — the utility verifies the as-built.

2. One-line and disconnect spec misses. Utilities publish their drawing expectations and mean them: CenterPoint's tariff specifies the lockable, external-handle AC disconnect typically within 10 feet of the meter (or a placard within 10 feet pointing to it); EPE requires the one-line to show the utility-accessible disconnect and the EPE metering point explicitly. A one-line that satisfied the city can still miss the utility's specific asks.

3. Phase mismatch. EPE names it outright — delivered service phase must match installed generation phase (single-phase service, single-phase inverter). It's a design-review checkbox that costs nothing to check and a full resubmit cycle to miss.

4. Signature gaps. The most common "delay" isn't a deficiency at all: the tariff application or interconnection agreement sitting unsigned in a homeowner's inbox. Oncor's two-signature structure means an unsigned document freezes the clock while everything looks "in review." Same-day e-signature turnaround is the cheapest schedule improvement in solar.

5. Sequencing violations. Each utility has an order, and they differ: TNMP approves installation before construction via its Letter of No Objection; EPE warns against pre-approval builds; Houston's own permit guidance tells applicants to file with CenterPoint before installation starts. Running the wrong territory's sequence produces applications the utility can't act on yet — or installs it won't bless.

6. Missing prerequisites. Where the utility expects the permit/inspection record, an application ahead of that record stalls; where photo packages are defined deliverables (TNMP's completion pictures, CenterPoint's photo inspection set), an incomplete set is a resubmit.

7. Stale account data. Wrong ESI-ID, mismatched service address, the account holder's name not matching the applicant — administrative, instant, and entirely preventable with an intake checklist (the ESI-ID also settles which utility and which AEP company you're even dealing with).

The fix is a per-utility profile plus a daily sweep

Same structure as permit quality, aimed at a different counterparty: a submittal checklist per utility (drawing specs, equipment list source, sequence, prerequisite evidence, signature choreography), a QA pass against it before submission, and — because deficiencies age silently — a daily portal/inbox sweep with every kicked-back application flagged the day it happens. Log deficiency categories per utility exactly like permit corrections; three disconnect-spec misses with CenterPoint is a design-template fix, not bad luck. FAQ

How do we find out an application was kicked back? Portals and email — which is why the daily sweep exists. Silent aging is the failure mode; detection latency is the metric.

Do utilities reject for the same reasons cities do? The categories rhyme (drawing accuracy, equipment consistency, completeness) with utility-specific additions: certified-equipment screens, disconnect specs, phase matching, and sequence rules.

What's the single cheapest improvement? Same-day customer signatures on utility documents, followed closely by an equipment-consistency check between application, plan set, and truck.

Does a deficiency restart the utility's clock? Practically yes — response and re-review time is yours to lose, which in backlogged periods means the back of the queue. First-pass quality is the whole game.
