NEC 2023 for Solar Crews: What Changed and Where It's Enforced

Texas adopted NEC 2023 as its floor while cities enforce their own editions. The solar-relevant changes worth knowing, and how to design to the right code per city.

Two facts define electrical code compliance for Texas solar, and they pull in opposite directions. First: TDLR adopted the 2023 National Electrical Code as the state's minimum standard, effective September 1, 2023 — the code that governs outright wherever no local permit authority exists. Second: cities adopt their own editions with their own amendments (authority the licensing act explicitly gives them), and the metros have moved at different speeds — with major Texas cities reported still reviewing to NEC 2020 well into the state-floor era, Houston reviewing to NEC 2023 since the state mandate, and early movers like Plano already on 2024-generation codes. The enforced edition is a per-city fact with a date on it, and designing to the wrong one is a self-inflicted correction.

The 2023 changes that matter for solar and storage

Calibrated to what shows up in plan review and inspection (verify section-level details against the adopted edition and local amendments — this is a field guide, not the code):

  • Power control systems get a home (Article 705.13). NEC 2023 formalizes listed power control systems as a recognized way to manage current on busbars and conductors — letting an energy-management/PCS approach satisfy interconnection limits that previously forced derates, breaker downsizing, or supply-side taps. For solar-plus-storage design in main-panel-constrained Texas housing stock, this is the headline change: where the enforced edition includes it, a PCS can rescue jobs that 705.12 math alone would send to a main panel upgrade. Where the city is still on 2020, that path may not be reviewable — edition literacy is money here.
  • Rapid shutdown matures (690.12). The 2023 cycle continues refining PV hazard control — including recognition of listed hazard-control approaches alongside the familiar module-level rapid shutdown — plus the usual labeling ecosystem updates. Practically: your rapid-shutdown specification and label schedule should be generated per the enforced edition, not copied from last year's set.

  • General dwelling changes ride along. Each cycle expands protection requirements (AFCI/GFCI scope, surge protection at services in recent cycles) that touch solar jobs whenever service equipment is replaced — one more reason MPU-included jobs get reviewed harder than PV-only.

Operating across the patchwork

Three disciplines convert the patchwork from a hazard into a routine:

  1. Track the edition per AHJ, dated. Your requirements profile for each city should state the enforced NEC edition, the IRC/IFC editions, and the amendment list — with a last_verified date, because adoptions change on council schedules, not yours.
  2. Template per edition, not per state. Keep design templates (rapid shutdown spec, label schedule, interconnection details) versioned by code edition, and let the job's AHJ profile select the template. One "Texas template" is how a 2023-era PCS design lands on a 2020-era reviewer's desk.
