Permission to Operate (PTO) in Texas: Timelines

What PTO means in Texas solar, how long it takes with Oncor and CenterPoint, what happens if you energize early, and how installers keep it on schedule.

Permission to Operate is the utility's written green light to turn the system on. It comes after the interconnection agreement is fully signed and the utility has finished its review — and in Texas, flipping the switch before that letter arrives is a tariff violation, not a shortcut.

Where PTO sits in the sequence

For a typical residential job in TDU territory (Oncor, CenterPoint, AEP Texas, TNMP):

install → city inspection passed → interconnection application complete → utility review → interconnection agreement signed by all partiesPTO issued → meter reprogrammed/swapped → exports begin flowing to the REP.

That one line hides two separate reviews running on their own clocks. The AHJ — the city or county building department — reviews building, electrical, and fire code, issues the permit, and inspects the finished array. The utility reviews how the system affects its distribution grid, and wants a single-line diagram, photos of placards and disconnects, and in some cases an interconnection study. The two offices do not talk to each other, and they are linked in exactly one direction: most utilities will not release PTO until they have proof the AHJ finaled the permit. If the city is slow, the utility waits, even with an empty queue of its own.

Two documents need the homeowner's signature along the way. Oncor is explicit about this: the tariff application starts the review, and PTO is released only after the interconnection agreement is signed by the customer and the utility. The single most common "the utility is slow" complaint traces back to an agreement sitting unsigned in someone's inbox.

How long PTO takes

  • Oncor: Oncor's published guidance puts general processing time for complete certified-system applications at around three to four weeks. "Certified" is Oncor's term for inverter-based equipment meeting UL 1741, not a numbered tier. The PUCT rule behind that (16 TAC §25.211(m)(1)) requires interconnection of a pre-certified facility within four weeks of the utility receiving a completed application — note what that actually means: the clock starts when your application is complete, not when you submitted it, and the rule speaks to interconnection, not to the PTO letter specifically.
  • CenterPoint: typical residential approvals run a few weeks, but CenterPoint has publicly acknowledged backlogs during volume spikes, with waits stretching well beyond norms in peak periods.
  • Munis and co-ops: their own timelines entirely — Austin Energy and CPS Energy run separate processes, and co-op turnaround varies by co-op.

The honest way to set homeowner expectations: quote the range for their utility, and update it from your own live data rather than from the utility's published number.

A realistic DFW timeline, end to end

The utility's window is only the last leg. Here is how a typical Dallas–Fort Worth residential PV project runs on a clean permit, with no rejections and no HOA delay. Numbers are approximate calendar days, not business days.

So a clean DFW job lands at roughly three to six weeks from design complete to system live. That table shows the strictly sequential path most teams run; filing the interconnection application earlier, where the utility allows it, is the main way to compress it. Two things move the numbers the other way:

  • Corrections. If the AHJ kicks the package back for a missing document or a labeling issue, budget a full extra review cycle — often another 7–14 days — plus the installer's own turnaround.
  • Holidays and the summer rush. Most DFW AHJs slow down from late November through December and again during peak July and August solar demand. A 10-day Frisco review can become 25 days in mid-summer.

Where the weeks actually go

Across DFW installers, the calendar gets eaten in three places.

The first AHJ review cycle (7–30 days) is the single largest variable in the whole timeline. Some cities clear the queue weekly; others sit on residential solar for a month before opening the file. Even inside DFW, Frisco averages around 10 days while a few neighboring jurisdictions take three to four weeks for the first pass. You cannot fully control this, but you can avoid making it worse: submit a complete, properly labeled package the first time, and if the AHJ portal lets you choose the permit type, pick the narrowest category that fits — "Residential Solar PV" rather than "Other Home Improvement." Mis-categorized projects route to the wrong reviewer and lose days.

Inspection scheduling (3–14 days) depends on the city physically sending an inspector. Most DFW cities give a one-to-three-day window with a half-day arrival window inside it, and a missed inspection — homeowner not home, wrong gate code, dog in the yard — costs a full reschedule cycle. This is where well-run installers separate from chaotic ones. A homeowner who knows exactly when to expect the inspector, and what to show them, gets the green tag on the first visit.

The utility queue (10–60 days) runs from the moment the utility has everything it needs — in practice, the as-built package plus the AHJ final. Oncor, the dominant DFW electric company, runs this through its eTRACK system, and the three-to-four-week guidance above assumes a complete application; incomplete packages and late-summer volume push it out, and six weeks or more is not unheard of. This is also the most opaque leg — there is no public dashboard showing where in the queue an application sits, so installers track their own submissions and ping the utility after about 14 days of silence.

A note on SolarAPP+

SolarAPP+ is a federal initiative that auto-approves eligible residential solar permits in seconds. It is real and it works, but most DFW jurisdictions have not onboarded. Where a city has, the AHJ permit stage drops from one-to-four weeks to roughly a day — and that is all it changes. The inspection step and the utility queue are untouched, so SolarAPP+ compresses the front of the timeline, not the PTO wait at the end.

What happens if you energize before PTO

Both major TDUs are unambiguous:

  • Oncor: operating without a signed interconnection agreement and PTO violates the Oncor tariff and PUCT rules.
  • CenterPoint: an early-energized system throws an error on the meter, triggers an investigation, delays surplus reporting to the REP, and puts the account in violation status — CenterPoint also frames it as a safety risk to the home, line workers, and nearby grid equipment.

Backfeeding a line that crews believe is de-energized is the underlying safety issue, which is why certified inverters must drop offline during outages (the IEEE 1547 / UL 1741 anti-islanding requirement). Train crews and sales teams alike: commissioning tests that require utility approval wait for the letter.

After PTO: the last mile people forget

PTO isn't the end of the paper trail. The utility still has to reprogram or swap the meter for export measurement — Oncor says to allow up to 30 days for the meter order — and surplus generation data typically starts reaching the homeowner's REP within 30–60 days of PTO, often after the first full billing cycle. If a homeowner calls two weeks post-PTO asking why their bill shows no export credits, that's usually the answer. Details in Meter Reprogramming and Surplus Reporting.

Protecting the PTO date

The utility's clock only runs when the ball is in the utility's court. The days that quietly pile up are yours:

  • Get the first AHJ submittal right; every rejection costs a full review cycle downstream of it. The items kicked back most often in DFW are inconsistent labeling (NEC 690.13 and 690.56 placards), missing PE seals on structural drawings, and incomplete utility photo packages — meter, disconnect, placards, array.
  • Make the inspection land on the first attempt: a homeowner reachable during the day, a gate code that works, the dog put away, disconnects visible, placards installed, and no landscaping grown over the meter.
  • Submit the interconnection application in parallel with permitting where the utility allows it, not after final inspection.
  • Send the interconnection package the day the AHJ finals, so the utility queue does not start late.
  • Get homeowner signatures on utility documents the same day they're issued — e-signature turnaround is a controllable metric.
  • Sweep utility portals daily for deficiencies; a kicked-back application ages silently.
  • Log the date the utility deemed your application complete — not merely the date you submitted — and count against the utility's committed timeline so escalation is fact-based.

FAQ

Can the homeowner use their solar before PTO? No. In TDU territory it violates the tariff and PUCT rules; with CenterPoint it also flags the meter and puts the account in violation status.

The panels have been on the roof for three weeks. Is the installer stalling? Usually not. Once the array is up and the city has finaled it, the installer's own work is done; the remaining time is utility review and meter work they do not directly control. What a good installer owes the homeowner at that point is the application-complete date and the utility's own standard, not a shrug.

Does passing city inspection mean PTO is close? It means the utility's prerequisites are nearly met. PTO still requires the completed application, utility review, and a fully signed interconnection agreement.

Who gets the PTO letter? Oncor sends it to both the customer and the installer once the agreement is executed.

Why is the homeowner not getting export credits after PTO? Meter reprogramming and REP reporting lag PTO — commonly 30–60 days before surplus shows up with the REP.
