Structural review is the most variable cost in Texas solar permitting — not because engineering is mysterious, but because every AHJ answers "prove the roof can take it" differently. Dallas wants a PE seal on essentially every roof mount; Fort Worth reserves stamps for bigger systems; Houston reviews to its own wind provisions; coastal jurisdictions design for hurricanes; plenty of small cities accept the racking manufacturer's tables. The design is the same physics everywhere. The paperwork isn't.

What structural review is actually checking

Three questions, whoever asks them: Dead load — can the framing carry the added weight (usually the easy one; PV runs a few pounds per square foot)?   2. Feed the engineer survey-grade inputs. Framing type, spacing, span, roofing layers, and attic photos captured at site survey — a re-survey for missing framing data costs a week before the engineer even starts.
