When Texas AHJs Require Structural Letters

Which Texas cities require PE-stamped structural documentation, what drives wind-load design across the state, and how to make engineering a fast lane.

Structural review is the most variable cost in Texas solar permitting — not because engineering is mysterious, but because every AHJ answers "prove the roof can take it" differently. Dallas wants a PE seal on essentially every roof mount; Fort Worth reserves stamps for bigger systems; Houston reviews to its own wind provisions; coastal jurisdictions design for hurricanes; plenty of small cities accept the racking manufacturer's tables. The design is the same physics everywhere. The paperwork isn't.

What structural review is actually checking

Three questions, whoever asks them: Dead load — can the framing carry the added weight (usually the easy one; PV runs a few pounds per square foot)? Wind uplift — will the attachments hold when North Texas gusts or a coastal design storm tries to peel the array (the demanding one, driving attachment count, spacing, and edge-zone layout under the adopted ASCE 7 wind provisions)? Condition — is this roof, with its actual framing, span, and age, adequate — which is why honest site-survey photos of the attic matter more than any calculation.

  • Manufacturer-table cities: Many smaller AHJs accept racking span/attachment tables plus a condition attestation — until the roof is unusual (clay tile, long spans, visible sag), when reviewer discretion escalates anyone to an engineer.
  • Utility-run territory: Austin routes ground mounts and BIPV to engineer-stamped sets with building permits under AE's framework.

Making engineering a fast lane instead of the critical path

The structural letter is rarely expensive; the waiting for it is. Four practices keep it off the critical path:

  1. Standardize the detail library. A master attachment/detail set per racking system, project-stamped by your engineer of record, turns each job into a review of deltas rather than a bespoke analysis.
  2. Feed the engineer survey-grade inputs. Framing type, spacing, span, roofing layers, and attic photos captured at site survey — a re-survey for missing framing data costs a week before the engineer even starts.
  3. Treat engineer turnaround as a tracked stage. It's frequently the true bottleneck on stamp-required jobs; measure it like you measure city review, and hold your engineering vendor to an SLA the way cities are held to the 45-day rule.
  4. Route field changes back through the stamp. Moved arrays and re-spaced attachments invalidate the sealed detail; inspectors in stamp cities compare the roof to the seal.
