Interconnecting in Co-op Territory: Why the Rules Are Different

Texas electric co-ops set their own solar interconnection rules — mostly outside PUCT interconnection requirements. How installers work Pedernales, CoServ, Bluebonnet and beyond.

Cross an invisible line on a Texas county road and everything about your interconnection changes. Electric cooperatives serve enormous swaths of rural and fast-growing exurban Texas — Pedernales west of Austin, CoServ in the booming north-DFW counties, Bluebonnet east of Austin, and dozens more — and they play by their own rulebook. Literally: the PUCT's TDU interconnection rule mostly doesn't govern them. Under §25.211's own application language, only a narrow slice of the rule applies to electric cooperatives; the rest of a co-op's interconnection policy is set by the co-op's board.

What that means in practice

Each co-op writes its own DG policy, and they genuinely vary — on all of the axes that matter to your schedule and your customer's economics:

  • Process and paperwork. Application forms, engineering review depth, agreement terms, and inspection practices are co-op-specific. Some co-ops run polished portals; others process DG applications through a staff engineer's inbox. Reported industry experience puts some co-op timelines well beyond metro-TDU norms, especially where there's no dedicated interconnection staff.
  • Fees. Application fees, study fees, and meter charges are board-set and appear in the co-op's tariff or DG policy — never assume the TDU convention of no-fee residential interconnection carries over.
  • Compensation. Co-ops set their own export crediting — some offer generous buyback, others credit exports at avoided-cost rates that materially change system-sizing math. There's no REP shopping here; the co-op's rate schedule is the whole story. Size systems to the co-op's crediting structure, not to a generic Texas assumption.   • Technical standards. Certified UL 1741 inverters are the near-universal baseline, but disconnect specs, external-generation placards, and insurance or indemnification clauses in the interconnection agreement vary co-op to co-op. Read the agreement — some contain terms (liability, access, curtailment) worth flagging to the homeowner before signing.

Permitting usually pairs with this differently too: much co-op territory is unincorporated, so there may be no city permit at all — which makes the co-op's review the only technical checkpoint the project gets. The operational playbook for co-ops

Build a per-co-op profile the first time, reuse it forever. The first job with a new co-op costs you a research cycle: pull the DG policy and tariff from the co-op's site, call the engineering contact, capture the forms, fees, timeline expectations, and crediting rates. The tenth job costs nothing — if the first job's knowledge was written down somewhere better than a coordinator's memory. This is the highest-leverage habit in co-op country, where an installer might touch fifteen different co-ops a year, three jobs each.

Set expectations by co-op, not by "Texas." A homeowner two miles from an Oncor neighbor may wait meaningfully longer for authorization — say it up front, in writing, with the co-op's name on it.

Escalate personally. Co-ops are member organizations with small DG teams; a polite phone relationship with the staff engineer moves applications in a way portal-poking never will.

FAQ

Do PUCT interconnection rules apply to co-ops? Almost entirely no — §25.211 applies to electric cooperatives only in a narrow respect; the co-op's own board-adopted policy governs the process.

Do Texas co-ops offer net metering? Each sets its own crediting — ranging from favorable buyback to avoided-cost rates. Check the specific co-op's rate schedule before sizing or quoting.

Are co-ops slower than the big utilities? Often, though not always — variance is the real story. Track per-co-op timelines and quote from those.

Is a city permit needed in co-op territory? Only if the address is inside a permitting municipality; much co-op territory is unincorporated, where the co-op's review and the state electrical code are the effective checkpoints.
