9 Reasons Solar Permits Get Rejected in Texas

The most common Texas solar plan review rejections — one-line errors, structural gaps, code mismatches — and the process fixes that raise first-pass approval.

Every correction cycle costs one to three weeks of calendar time and pushes install crews into reschedule chaos. The frustrating part: rejection reasons are boringly repetitive. Plan reviewers across Texas flag the same categories over and over, which means first-pass approval is a process problem you can actually solve.

The nine repeat offenders

1. One-line diagram errors. The single biggest category. Conductor sizes that don't match OCPD ratings, missing grounding details, wrong interconnection method for the panel, or a diagram that contradicts the equipment schedule. Reviewers read the one-line first; errors here color everything after. Internal consistency across the package counts just as much: when the cover letter says 7.6 kW DC, the one-line says 7.84 kW, and the cut sheets add up to 7.92 kW, the reviewer doesn't work out which number is right — the package goes back. Keep one source of truth for the design data and spend a minute at assembly confirming the cover letter, one-line, and equipment list all carry the same figure.

2. The 120% rule and busbar math. Load-side interconnections that exceed the panel's busbar allowance under NEC 705.12, or a plan that's silent on busbar rating entirely. If the math requires a derate, a downsized breaker, or a supply-side tap, show it explicitly — don't make the reviewer derive it.

3. Missing or stale site survey data. The design says 200A main panel; the photo shows 100A with a fused disconnect. Any mismatch between plan and reality that a reviewer can spot from your own photos is an automatic correction — and the ones they can't spot become failed inspections instead, which is worse.

4. Structural documentation gaps. Some Texas AHJs want engineering letters for roof attachment and wind loading (Dallas is known for structural rigor; coastal jurisdictions design for hurricane wind zones). Submitting a Houston-style package to a structural-letter city guarantees a comment. Know which cities want stamps before you submit — in DFW, Plano, Frisco, Coppell, and Allen are among the strictest. Some projects also need a stamped electrical drawing, not just a structural one. The stamp itself also has to hold up: a seal from an out-of-state PE, or from a Texas PE whose license has lapsed, bounces the package as surely as no seal at all, so verify the license is current on the Texas Board of Professional Engineers and Land Surveyors site rather than trusting a stamp added six months ago — and if you work with a PE regularly, ask them to attach a fresh date stamp on every project rather than reusing one. Rarer, but it happens: drawings that are properly stamped while the structural calculations behind them are wrong. Reviewers do catch the obvious errors. Wind speed is the other half. Fort Worth's adopted 2021 IRC lists a single ultimate design wind speed of 105 mph (3-second gust), and that figure is the design wind speed, not a factored-up version of a lower baseline; cities amend on their own, so confirm the number with the jurisdiction rather than the county. Near significant open water — Lake Lewisville, Joe Pool Lake — have the PE confirm Exposure Category D instead of the usual Exposure C and cite the category explicitly in the letter, because calcs that quietly assume C on a lakefront roof fail review.

5. Wrong code edition. The state floor is NEC 2023 via TDLR, effective September 1, 2023, but cities adopt and amend on their own schedules — designing rapid shutdown or AFCI details to a different edition than the city enforces earns a correction. The section numbers move with the edition, which is what makes this expensive: maximum DC voltage lives at 690.7(D) under the 2023 code and 690.53 in cities still enforcing 2020, and the rapid-shutdown plaque moved from 690.56(C) to 690.12(D). Confirm the edition per city and date-stamp it in your requirements database.

6. Rapid shutdown and labeling details. Missing NEC 690.12 rapid-shutdown specification, or plan sets without the required placard/label schedule. Reviewers increasingly want the labeling sheet in the set, not a promise it'll be on the wall. The labels also have to carry real numbers. Some permitting tools print a placeholder string such as [MAX PV VOLTAGE] or [MAX_VOLTAGE_DC] when the source design never supplied a value, and both plan reviewers and utility interconnection staff read placard content closely — a placeholder is an immediate code-violation flag, and it tells the reviewer the calculation was never run at all. Compute the NEC 690.7 cold-weather-corrected maximum voltage (module Voc × series count × the temperature correction factor for the local 2% record low) and the NEC 690.8(A) maximum current (Isc × 1.25 × parallel string count) before you generate labels, and override the value by hand if your tool can't produce it.

7. Equipment spec sheet mismatches. The application lists one inverter; the spec sheet attached is a different model or an expired listing. Substitutions after design must flow through the whole package — plan set, spec sheets, and the utility interconnection application. Some AHJs go further and keep their own approved-equipment list, which triggers a deeper review for anything not on it. Newly released inverters often don't appear for six months or more after UL certification, and some of these lists are city PDFs untouched since 2022, so the reviewer simply doesn't recognize the model. In jurisdictions you don't know well, favor widely deployed inverters (Enphase, SolarEdge, Tesla, SMA); if you need a newer model, attach the UL 1741 SA listing certificate to the submittal so the reviewer isn't left to look it up.

8. Incomplete applications. Missing owner authorization, contractor license numbers, or required forms. Pure administrative rejections are the cheapest to prevent: a per-AHJ submittal checklist, enforced before anything leaves the building. Cities that straddle county lines belong in this bucket too. Carrollton sits across Dallas, Denton, and Collin; Grand Prairie spans Dallas, Tarrant, and Ellis — and the fee schedule, sometimes the inspection process, differs by county for the same city. Filing under the wrong county code bounces as an incorrect jurisdiction and costs a full re-application, so check the county on the property tax record instead of inferring it from the mailing address.

9. Site plan deficiencies. No setbacks shown, missing north arrow or dimensions, equipment locations absent, or fire-access pathways not addressed where the AHJ enforces them. Formulaic — and therefore preventable with a per-city template. Fire access is the piece most worth templating: most jurisdictions follow the IRC residential rule of a 36-inch clear pathway from ridge to eave on at least one side of the roof, plus a 36-inch ridge setback in some cities, and Coppell is among those enforcing a stricter both-sides requirement. Layouts that pack modules edge to edge across the whole roof leave the firefighter nowhere to walk, and the reviewer's comment costs you a re-design rather than a note — so build the pathway into the design template rather than checking for it at the end.

The utility side: the disconnect and the photo set

Plan review isn't the only desk that sends a package back. In Oncor territory the interconnection submittal has two failure modes of its own, and neither shows up in the plan set.

The first is the disconnect. Oncor wants a visible, lockable, labeled disconnect (a VLLD, in Oncor's shorthand) between the inverter and the utility meter — visible from the meter (roughly 10 feet, line of sight), lockable in the open position, and labeled as a PV disconnect. It gets rejected when the unit sits behind a fence, an HVAC condenser, or a garage corner; when the "disconnect" is really the inverter's internal AC disconnect rather than a separate dedicated unit; or when the hardware doesn't actually take a padlock, which some all-in-one combiners advertise but don't deliver. Pre-stage the location on the site walk instead of discovering it at install time, and photograph the meter and the proposed disconnect in the same frame before you submit — if you can see both in one shot from a normal standing height, so can the reviewer.

The second is the photo set. Oncor's eTRACK package needs the meter, the AC disconnect, the main panel showing the backfeed breaker, close-ups of the placards, and the array, and all of it has to be legible. Photos taken at the end of a long install day are dim, blurry, or shot at an angle that makes a label unreadable — and an unreadable placard is treated the same as a missing one. Give the field tech a list to tick off before leaving the site:

  • Meter exterior, with the AC disconnect visible in the same shot.
  • AC disconnect close-up showing the lockable provision.
  • Main panel interior showing the backfeed breaker and the NEC 705.12 label.
  • Placard close-ups, one per label: the disconnect marking (690.13), the maximum DC voltage label, and the rapid-shutdown plaque at the service equipment.
  • The full array from a reasonable distance.
  • On battery systems, the battery enclosure and its placards.

HOA approval, where it applies

In the DFW suburbs that boomed in the 2000s — Plano, Frisco, Allen, McKinney, Coppell, Flower Mound — entire neighborhoods are bound by deed restrictions, and the city won't issue the permit until the HOA has signed off. Texas Property Code §202.010 voids deed restrictions that prohibit or restrict a solar device and hands HOAs no general aesthetics veto; subsection (d) is a closed list of the only grounds for saying no. What is on that list: ground mounts sited anywhere other than the roof or a fenced yard or patio; arrays that extend past the roofline or don't follow the roof slope; and a frame, bracket, or visible piping or wiring that isn't a silver, bronze, or black tone commonly available in the marketplace. What is not on it: modules color-matched to the roof. None of that changes the permitting trigger, though — the city wants the signed approval letter on file either way. Submit the request early, ideally before the design is final: most architectural review committees meet monthly, so missing one meeting costs 30 days. The letter usually needs the proposed roof plane, module color and finish, conduit routing (visible or concealed), and a statement that the install complies with §202.010. The fix is upstream, not in the resubmittal

Teams with high first-pass approval do three unglamorous things. They maintain a living requirements profile per AHJ — code edition, structural rules, submittal checklist, portal quirks — and design to that, not to a generic Texas package. They QA every plan set against that profile before submittal, with a named owner. And they feed every correction back into the profile, so no reviewer comment is ever received twice. The pre-submittal checklist

If you take nothing else from this article, run these before the package leaves the building. Every line maps to a rejection above.

  • System size matches across the cover letter, one-line, and equipment list.
  • PE seal is Texas-licensed and current, with the exposure category stated explicitly.
  • Maximum DC voltage on the label is the NEC 690.7 cold-weather-corrected number — a real value, not a placeholder.
  • Maximum current on the label is computed per NEC 690.8(A) — again, a real value.
  • Rapid-shutdown plaque is at the service equipment, with the wording and diagram the enforced code edition requires.
  • Fire-access pathways are drawn on the site plan for every rooftop array.
  • HOA approval letter is on file where it applies.
  • Photo set is complete and legible: meter with disconnect, disconnect close-up, main panel with the backfeed label, every placard, full array.
  • Disconnect location is confirmed visible from the meter in a single photo.
  • County code matches the property's actual county in multi-county cities.
  • Owner authorization, license numbers, and every AHJ-specific form are attached.

A few minutes here buys back a full correction cycle — among the cheapest time you can take out of a project's path to PTO.

When you do get comments

Respond inside 48 hours — your response latency is the half of cycle time you control. Answer every comment point-by-point in the reviewer's order, resubmit the full corrected set (not just changed sheets, unless the city prefers otherwise), and log the comment category. If a comment seems wrong, call the reviewer before writing a rebuttal; five minutes of alignment beats another cycle.

FAQ

What's a good first-pass approval rate for solar permits? Track your own baseline by AHJ before chasing a number — the honest benchmark varies with jurisdiction mix.

Do rejections restart the 45-day clock? Practically, a correction cycle resets your calendar regardless of how the statute counts it. The 45-day rule protects you from a silent city, not from your own resubmittals.

Should we fight a comment we think is wrong? Sometimes — but call first. Reviewers reverse defensible positions on the phone far more readily than in writing, and you preserve the relationship either way.
