What Belongs in a Texas Solar Plan Set (Line by Line)

The anatomy of a permit-ready Texas solar plan set: site plan, one-line, equipment sheets, structural detail, labels — and the per-AHJ layer that decides approval.

A plan set has one reader and one job: let a plan reviewer verify code compliance without asking you anything. Every sheet either answers a question the reviewer must resolve or it's decoration. Texas has no statewide submittal standard, so the contents below are the common core — and the calibration per AHJ (Dallas wants stamps, Houston validates ownership, Austin wants AE's drawing conventions) is the layer that actually decides first-pass approval.

The core sheets

Cover sheet. Project address, system size (kW DC and AC), code editions the design targets, contractor and license numbers, sheet index, and the scope in one sentence. Reviewers triage from this page; make it effortless.

Site plan. Property boundaries, structures, array location with dimensions and setbacks, equipment locations (inverter, disconnects, meter, panel), north arrow, scale. Where the AHJ enforces fire-access pathways for larger arrays, draw the pathways — don't make the reviewer measure. For ground mounts: setbacks, height, and fence lines (which also matter under HOA rules).

One-line diagram. The sheet reviewers read first and hardest. Modules and string configuration, inverter(s), OCPD sizes, conductor sizes and types per segment, grounding, disconnect locations, point of interconnection with breaker size and position, and the utility meter. Every number here must agree with the equipment sheets and the load-side math — busbar violations and one-line contradictions are the top rejection category. Utilities read it too, with their own additions: CenterPoint's disconnect-placement spec, EPE's requirement that the one-line show the utility-accessible disconnect and metering point.

Electrical calculations. The 120% rule / busbar math shown explicitly (or the supply-side alternative documented), conductor ampacity and derates for Texas rooftop temperatures, and voltage-drop where the AHJ asks.

Equipment specification sheets. Cut sheets for exactly the modules, inverters, racking, and (if present) ESS on the one-line — matching model numbers, current listings (UL 1741 for inverters, UL 9540 for storage). A spec sheet for a model you're not installing is a correction waiting to happen twice: once at review, once at inspection.

Structural detail. Attachment type, spacing, and roof framing assumptions — escalating to PE-stamped analysis where the AHJ requires it (all roof mounts in Dallas; larger systems elsewhere; hurricane wind zones on the coast). Details in structural review.

Label and placard schedule. The full labeling plan — rapid shutdown, DC warnings, point-of-interconnection, directory placards — as a sheet, not a promise. Reviewers increasingly require it; inspectors always check it.

ESS sheet (when storage is in scope). Unit locations with clearances to openings, quantity and energy totals per location, listing references, and detection — the fire-code story assembled for the reviewer. See battery permitting.

The layer that decides approval: per-AHJ calibration

The same technically correct design gets approved in one city and corrected in the next because of the wrapper: required forms (Houston's owner Declaration against HCAD; Dallas's supplemental sheet and registrations), stamp thresholds, adopted code editions, drawing conventions, and portal formatting. The fix is structural, not heroic: maintain a submittal checklist per AHJ, QA every set against that checklist before it leaves, and feed every correction back into it.
